China's top legislature made public Sunday a draft law on social insurance, the first of its kind in the country. The law allows Chinese citizens to pay pension premiums in one place and draw money in another, if they migrate to other cities or provinces. This stipulation is particularity significant as the country has a much more mobile population than in the past. The draft also determined that a new rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance plan. Sweden does the most of any country for tackling emissions of greenhouse gases, while Saudi Arabia does the least, according to a report published yesterday by watchdogs at the United Nations climate talks. But the annual Climate Change Performance Index placed Sweden only fourth on its list, for no prizes were allotted for the top three places. “Not a single country is to be judged as satisfactory with regard to protecting the climate,” the NGOs Germanwatch and Climate Action Network Europe said. Singapore came in at 38th, faring worse than Indonesia (27th) and Thailand (35th). The Climate Change Performance Index compares 57 states that together emit more than 90 per cent of the world’s annual output of carbon dioxide. The benchmark is derived from 12 national indicators, based on the emissions level, emissions trend and climate policy. More here and the report is available online here.

Following the arrest of two human trafficking ringleaders, the police are investigating the possibility of bribery being involved in the issuance of Indonesian visas to Afghan citizens bound for Australia. Quoting members of Australia’s Afghan community, The Australian newspaper reported last week that corrupt officials at the Indonesian Embassy in Kabul were selling visas. Indonesia has long been used as a transit point for people from poor, often war-torn countries wishing to enter wealthy Australia to start a new life. In recent years, most have come from Iraq or Afghanistan. They typically fly to Indonesia before continuing to Australia aboard cramped, barely seaworthy boats. Australia has intercepted at least five boats carrying dozens of refugees from Afghanistan, Iran, Iraq and Sri Lanka, with Indonesian crews, since September this year. More here.

Burger King has been attacked for a new ad campaign featuring "whopper virgins" - poor villagers in remote parts of the world who have never tasted burgers or even 'have a word for burger'.  Adverts promoting its "Whopper virgins" challenge describe how it sought Thai villagers to take a taste test between Burger King and McDonalds - the campaign launched next week is being promoted with "Watch the whopper virgins take their first bite".  More here and here, and backlash here.

Former President Bill Clinton kicked off his first charitable conference abroad in Hong Kong today. The two-day Clinton Global Initiative in Hong Kong marks the first time the former US leader has held his annual charitable conference overseas - but it also will be the last while his wife holds her new job. The Hong Kong conference focuses on education, energy and climate change and public health issues in Asia. More here.
